Mizoram Becomes India’s First Fully Literate State

Aizawl, May 20, 2025 — Mizoram has created history by becoming India’s first fully literate state, achieving a landmark literacy rate of 98.2%. The announcement was made by Chief Minister Lalduhoma at a special event held at Mizoram University in Aizawl, in the presence of Union Minister of State for Education, Jayant Chaudhary.

This significant milestone was achieved under the Ministry of Education’s flagship initiative, ULLAS (Understanding of Lifelong Learning for All in Society), also known as the New India Literacy Programme (NILP). The program aimed not only to promote basic reading and writing skills but also to foster comprehension, digital literacy, financial awareness, and entrepreneurial capabilities among citizens.

Out of the 3,026 illiterate individuals identified in the state, 1,692 enrolled and successfully completed the program. A team of 292 dedicated volunteer teachers—comprising students, educators, and community members—were the backbone of this movement. Their efforts were deeply rooted in the Mizo cultural ethos of Tlawmngaihna, a principle that emphasizes altruism, discipline, and community service.

Mizoram had already demonstrated strong educational performance, with a 91.33% literacy rate according to the 2011 Census. Surpassing the Ministry’s benchmark of 95%, Mizoram has now set a new national standard for literacy achievement and community participation in education.

“This is not just a victory for Mizoram, but for the entire nation. It proves that with commitment, cultural unity, and government support, we can transform society,” said Chief Minister Lalduhoma.

As India continues its pursuit of universal education, Mizoram stands as a shining example of what can be achieved when people and policies work together.
